According to a news report on the 27th, the government plans to allow foreigners to enter Japan for the Tokyo Olympics and Paralympics on an exceptional basis once the State of Emergency is fully lifted. However, they will only allowed to stay within their lodgings or competition venues, and they will not be allowed to use public transportation. They will also be required to use a smartphone app to keep track of their health and activities.
