Hello, this is Ito of IMS. It has been reported that border enforcement measures in Japan will be eased starting in March. I also notice that the procedure to enter will be much simpler than when it was required for potential entrants to submit an Examination Certificate. With the start of the new fiscal and academic year in April, the number of people entering Japan is expected to increase, as many who have been waiting to enter Japan or those who plan to join Japanese companies or matriculate at schools, so we hope that the application procedure will be a smooth as possible.

What are Designated Activities?

Designated activities are defined as “activities specifically designated by the Minister of Justice for individual foreign nationals”. Some activities are publicly announced, while some are not, so there are various designated activities. For this reason, if your residence card says that your status of residence falls under “designated activities,” the Certificate of Designation attached to your passport will be checked for confirmation.

One type of specified activity is Designated Activity No. 46. The purpose of this is to support international students looking for a job. The applicant must have

  1. Graduated from a Japanese university (excluding junior college) or completed a graduate course and received a degree; and
  2. Passed the Japanese Language Proficiency Test N1 or scored 480 or higher on the BJT Business Japanese Proficiency Test; or have graduated from a university or graduate school with a major in Japanese language.

Designated Activity No. 46

We have received several requests to assist with applications to change one’s status to Publicly Designated Activity No. 46 in preparation for April employment. Some of them are from countries that don't use kanji, and all of them are very talented.

If your application is approved successfully, your activities and the name of the organization you belong to will be written in the Certificate of Designation that will be attached to your passport. Therefore, if you change your job, you will need to change the name of the organization you belong to on the Certificate, which means you will need to apply for permission to change your period of stay. If the name of the organization you belong to is changed due to corporate reorganization, etc., you will need to apply for permission to change the name of the organization you belong to on the Certificate if you still have time left on your visa, or apply for permission to change your status of residence if the expiration date is approaching.

One thing to note is that it may cause confusion to apply for permission to change your status of residence because the name of the organization you belong to has been changed when there is no actual change in the organization you belong to.

Incidentally, the name of the organization you belong to is also written on the Certificate of Designation for the status of Highly Skilled Professional No. 1, but you do not need to apply to change your Certificate even if the company name has been changed. Please note that the procedures vary depending on your status of residence.
