Hello, this is Lee of IMS Legal Professional Corporation. Recently, we receive many inquiries regarding re-entry after temporarily leaving Japan. (e.g., “What is the current situation?” “Are any special procedures needed?” etc.) I would like to answer some of the questions in this blog.

The current situation is hard to understand under the COVID-19 impact, and we receive many inquiries from customers worried if they need to go through different procedures.

For those who left Japan within their period of stay and intend to re-enter after 1 year or less (2 years or less for Special Permanent Residents), you will be allowed to re-enter as usual by filling in whether or not you intend to re-enter Japan on your “Disembarkation Card for Foreign Nationals and Embarkation and Disembarkation Card for Re-entrants” (ED Card) when leaving Japan.

At the moment, for re-entry, no country/region is specified for “the denial of landing of where you stayed.” So, for special re-entry permission, if you answer in your ED card that you intend to re-enter Japan, you can re-enter without preparing anything else in particular.

However, under the border measures to prevent the spread of COVID-19, please be aware that there are other preparations needed to be done.

From here applies to everyone entering Japan from other countries. I will briefly explain about the inspections, certificates, contracts, etc., needed at the time of the entry.

First, you are required to present “a certificate of inspection within 72 hours before leaving the country.”

Next, you are required to submit a written pledge and carry a smartphone with the necessary applications installed that you can use.

Finally, if you wish for your “waiting period after entry to be shortened, or for your 3-day waiting period in the accommodations of the government to be exempted,” as announced a month ago by the Ministry of Health, Labour and Welfare, a submission of a copy of a “vaccination certificate” is required.

Therefore, currently, there are no specials changes to the special re-entry procedures, but please be aware of the documents, etc., required for everyone entering Japan from other countries.
