When the declaration was issued, there were no restrictions on entry into Japan from overseas, but they were put into place soon after. The number of daily infections in Tokyo has been on a downward trend, but more COVID variants are being discovered. It does not seem likely that entry restrictions will be immediately lifted.

It seems that when restrictions are lifted, having this app installed will be checked at immigration when entering the country; those without smartphones will need to rent one at the airport (at personal expense). Even if restrictions are lifted, it seems the government will still be strict about allowable activities.

Written Pledge (for individuals)
The latest version of the current "individual" pledge, which has been renewed many times, was renewed on March 6. The content of the pledge is quite severe, as foreign nationals will be subject to revocation of their status of residence and deportation proceedings if they violate it. We believe that a new version of the pledge to be filled out by the receiving institution will be released once the entry restrictions are lifted.
