However, it seems that outdoor places and transportation have become more crowded due to the warmer weather. There is also talk that the state of emergency will be lifted as scheduled, as there is "nothing more that can be done."

This said, the number of people with mutated forms of COVID are increasing, and the daily number of infections have not stopped. We can only hope that the spread of COVID will be reduced as we head into warmer weather, which is not a favorable environment for a virus.

Although the easing of restrictions of new arrivals still seems far off, today I would like to give you some information about necessary notifications after newly arriving in Japan.

Foreign nationals who are staying in Japan for a medium to long period of time are required to report their place of residence within 14 days from the date they set their place of residence.

This regulation is stipulated in Article 19-7, Paragraph 1 of the Immigration Control and Refugee Recognition Act. If you submit a place of residence notification (notification prescribed in Article 30-46 of the Basic Resident Registration Act), your notification requirement is complete. You have fulfilled your obligation to notify the Immigration Bureau of Japan by completing either the notification of your place of residence or the notification of your move-in.

Both of these procedures are to be carried out at the municipal office of your residence, and many of you will have already reported your change of address. If you want to report a place of residence, you need to inform the municipal office.

Difference Between the Two Procedures

The difference between the two procedures is that the move-in notification is based on the Basic Resident Registration Act, so a resident's card will be issued, but will not be issued for a notification of residence. The notification of place of residence is supposed to be done by those who fall under the category of mid- to long-term residents, but who frequently enter and leave Japan and fall under the category of non-residents.

Point of Note

If a certificate of residence (juminhyo) is not issued, you will have to explain the reason why you cannot submit a certificate of residence to the Immigration Bureau during any visa applications. Visa applications require submitting a certificate of residence, and not having one may give a negative impression.

In addition, even if you have only reported your place of residence, if you have been in Japan for a long period of time and fall under the category of resident, you will be subject to tax payments. However, if you are planning to stay in Japan for a medium to long period of time and are considering applying for a permanent residence permit, it is advisable to submit a notification of place of address/moving-in.
