Hello, this is Matsui from IMS Legal Professional Corporation. The other day, I was surprised to see one of our previous clients being interviewed on the news; we had recently helped him with his visa process. At one point, he said, "I came to Japan much later than planned due to the influence of COVID-19, but I am very happy to finally be here. I will do my best to fulfill my dream from now on." When I heard him say this, I was pleased. I believe that starting a life abroad is a major decision at a crossroads in one's life. It is a great honor to be able to help him with that, if even a little.

As mentioned before, beginning October 1st, foreigners with a valid Certificate of Eligibility (COE) and visa can now come to Japan. The landing refusal measures for 159 countries around the world have not been lifted; however, entry is permitted as long as there are special circumstances. As a general rule, foreigners from all countries and regions can enter Japan, but tourists are not yet allowed. Due to these special measures, additional epidemic prevention measures need to be taken. This is in the form of a "Residence Track".

Residence Track Main Points

  1. The host company/organization fills out and signs a pledge (*).
    * A document stating that the host company/organization pledges to take necessary measures to ensure the implementation of additional epidemic prevention measures.
  2. Temperature measurements must be taken for 14 days before entering Japan.
  3. A COVID-19 test must be taken within 72 hours before departure and the test must be negative.
  4. Must be enrolled in private health insurance at the time of entering Japan.
    * Not required if enrolled in the Japanese public health insurance system at time of entry.
  5. Must install phone applications such as LINE, the official contact tracing app, a map app, etc.
  6. For 14 days after entering Japan, location and health information must be reported via the various apps per any instructions given.
  7. Any host company/organization deemed to have breached the pledge may be announced publicly by relevant authorities, and future entries under the Residence Track may not be permitted.

Entering Japan now requires complicated procedures unthinkable before COVID-19, but for the near future, this is unavoidable in order to control the spread of infection while moving the economy forward. I hope those who are looking forward to coming to Japan will arrive safely.
