Hello, this is Ito of IMS.

The spread of the new coronavirus within Japan exploded during March, and the government made an emergency declaration on April 7. As part of measures to reduce the spread of infection, the Immigration Bureau is being more flexible than usual regarding applications. Although I suppose for some, their daily lives haven't changed much.

Changes in Application Procedures

Extension of application period for residence applications

For more information: http://www.moj.go.jp/content/001316300.pdf

Normally, all applications must be submitted by the expiration date of your period of stay. The grace period to turn in applications has now increased from 1 month past expiration date to 3 months past expiration date. This extension includes short-stay visas.

Please note, that those who apply after the expiration of their period of stay must stay within Japan during their application's examination period.

Delivery of residence card by mail

Passports that are usually sent via simple registered mail are not necessary.

Even if you submitted your application yourself, we are able to request delivery of your residence card by mail on your behalf. This only applies to applicants with a notification card (postcard) saying this option is possible.

Extending the period of validity for the Certificate of Eligibility (COE) and collecting approved residence applications

The COE is normally valid for 3 months from its issue date, but it is now valid for 6 months. However, after 3 months have passed, additional documents will be required when applying for a visa in your home country.

During normal procedures, applicants who submitted an application within Japan are expected to stay in the country until their examination period has ended. (You can legally stay for up to two months past the expiration date of your stay if you apply at the Local Immigration Bureau. In addition, you can enter and leave Japan during this time.)

If you leave Japan after submitting a renewal of period of stay or change of status application, and cannot return by the end of the Special Re-Entry period, you can appoint a Power of Attorney. This agent can collect your residence card on your behalf.

I am surprised to see the above measures, as they have never been taken before. There have also been situations where information is updated before it is made publicly known.
