Although the number of infections in Tokyo was initially predicted to reach up to 50,000 per day after Obon, on the contrary, it seems that infections are gradually declining. 

Quarantine measures at ports of entry were eased, starting from September 7. Travelers are not required to submit proof of a negative COVID-19 test taken within 72 hours before departure as long as they hold a valid vaccination certificate. In addition, no more countries are in the red category in the blue/yellow/red classification system used for border control measures. The daily cap on persons entering the country has also increased to 50,000.

As before, a valid vaccination certificate must show that the applicant has received the third dose of a vaccine that the Japanese government recognizes.

If a parent who has already received the third dose of the vaccine is traveling to Japan with their child under 18 years of age who has not received the third dose of the vaccine, the child is specially exempt from obtaining proof of a negative COVID-19 test. This exception requires the parent to possess a valid vaccination certificate. However, if the child under 18 is traveling alone, proof of a negative test is required.

The ERFS certificate will continue to be required, and there must be a person in charge of receiving visitors in Japan. However, the new rules allow a little more flexibility as self-guided tours without a tour conductor are now permitted (in addition to group tours).
