Hello, this is Matsui of IMS. Although the new coronavirus has little signs of slowing down, the Immigration Services Agency (Immigration Bureau) remains open for business. However, the Immigration Bureau is also experiencing extreme crowding and application delays. As a mitigation measure to prevent infection, visa renewal applications and changing the status of residence are now accepted up to 3 months after visa expiration.

There are also restrictions on entering the building to reduce the number of people inside. Despite the current crisis, the Tokyo Immigration Bureau continues to receive a large number of visitors each day, and lines to get inside often wrap around the building.

Residence Card Pickup Service

As a general rule, applicants must visit the Immigration Bureau twice. Once for submitting the application, and another for collecting the results. And since it is always crowded, you can expect to stay at Immigration for up to several hours. Combined with a slightly inaccessible location, this means it can take half a day's work just to get there and back.

Did you know that applicants can send a legal proxy to pick up their residence card on their behalf? Of course, as administrative scriveners, we at IMS also offer this service.

Even if you normally do all the immigration procedures yourself, if you're worried about getting on a train or bus, let alone go to Immigration, please feel free to contact us. We will pick up your new residence card on your behalf and deliver it to your home.

Receiving Your Residence Card by Mail

Our staff members always go to the Tokyo Immigration Bureau, so there is no problem in collecting residence cards under Tokyo's jurisdiction. In addition, we may be able to accommodate those who applied at other local Immigration Bureaus. As part of coronavirus measures, administrative scriveners are able to receive residence cards on their clients' behalf by mail. If your postcard from the Immigration Bureau has instructions for "receiving residence cards by mail", please contact us. Please note that applicants themselves cannot use this mail service.
